What They’re Watching: Ryan Moran, Maryland Department of Health

At the 2023 Maryland State of Reform Health Policy Conference earlier this year, the Maryland Department of Health’s Deputy Secretary for Health Care Financing and Medicaid Director Ryan Moran spoke to us about the significance of redetermining Medicaid eligibility for the 1.8 million members the program had during the public health emergency.

“Our goal, as a department, through a comprehensive communication campaign and partnership with our MCOs, is to ensure that every single Marylander who is eligible for Medicaid coverage remains covered. We’re also, as a state, working very closely with our national partners at CMS to incorporate other strategies and authorities as state to ensure that we keep as many people enrolled on Medicaid as possible through multiple different innovative approaches.”

Maryland is in the process of disenrolling individuals who are deemed no longer eligible; over 128,000 Marylanders have been disenrolled so far.
