Financing for the Exchange Passes State House

HB 1947, better known as the legislative proposal for financing the Washington Health Benefit Exchange, passed the House of Representatives yesterday 69-29.

The bill is similar to funding recommendation option “B” presented by the Washington Health Benefit Exchange Board to the State Legislature in December. Operational costs of the Exchange will be financed through the collection of insurance premium taxes on plans offered through the Exchange and premiums for managed care plans participating in the Medicaid expansion. In the event those collections are insufficient to cover operational costs approved by the Legislature, the Exchange may then impose quarterly assessments on health and dental plans sold through the Exchange. Washington Health Benefit Exchange board chair Margaret Stanley graces the cover of this Month’s Seattle Business Magazine as part of a feature saluting 25 Leaders in Health Care. In the pages of this month’s issue, Stanley is honored for Lifetime Achievement in health care. The article focuses on Stanley’s decorated “post-retirement” career serving on the Health Services Commission, as executive director of the Puget Sound Health Alliance, and now the Washington Health Benefit Exchange.

HCA Announces Expanded Managed Care Options for Basic Health, Medicaid Clients in Clark County

Today, June 1, the Washington State Health Care Authority (HCA) announced that two new managed care options for Basic Health and Medicaid have been added in Clark County. Clark had previously been the only one of 39 Washington counties not assigned at least one health plan. (more…)

90 Women Suing Rob McKenna Over His Opposition To Health Care Law

The Everett Herald reported on Friday, May 4, 2012 about a lawsuit filed by 90 women over health care law against Attorney General Rob McKenna.

The lawsuit is seeking a ruling that McKenna, a GOP candidate for governor, violated his ethical duties by signing to a lawsuit to turn over President Obama’s Affordable (more…)

Report: Health Care Law Rebates to Top $1B

On Thursday, April 26 an article by Associated Press writer Ricardo Alonso-Zaldivar highlighted the Kaiser Family Foundation’s report “Insurer Rebates under the Medical Loss Ratio: 2012 Estimates.”

According to the study, insurance companies will have to return more than $1 billion this year to consumers and businesses under the Medical Loss Ratio provision of the Affordable Care Act (ACA). (more…)
