The 2026 North Carolina State of Reform Health Policy Conference will be taking place in-person on November 10th, 2026 at the Raleigh Marriott Crabtree Valley!

Managing constant change in healthcare takes more than just hard work. It takes a solid understanding of the legislative process and knowledge about intricacies of the healthcare system. That’s where State of Reform comes in.

State of Reform pulls together practitioners, thought leaders, and policymakers – each working to improve the healthcare system in their own way – into a unified conversation in a single place.  It is sure to be one of the most diverse statewide gatherings of senior healthcare leaders, and one of the most important events in North Carolina healthcare.

Building Integrated Care for North Carolina's Dual-Eligible Population

North Carolinians who qualify for both Medicare and Medicaid often must navigate two separate programs, multiple benefit structures, and a fragmented system of medical, behavioral health, long-term services and supports, and community-based care. This panel will explore what meaningful Medicare-Medicaid integration should look like in practice. State, health plan, provider, and consumer perspectives will examine how North Carolina can preserve trusted provider relationships, coordinate care across settings and programs, support people in their homes and communities, and reduce the burden placed on beneficiaries and families to navigate the system themselves. The discussion will also consider the operational foundations needed to deliver on that promise, including aligned care management, accountable partnerships, timely information exchange, member engagement, and incentives that reward better outcomes rather than disconnected services.
