HCA selects Washington Health Alliance as lead organization for all-payer claims database
The Washington State Health Care Authority (HCA) has announced the Washington Health Alliance as the apparently successful bidder to serve as lead organization of the Washington State All-Payer Claims Database (WA-APCD).
The WA-APCD is a tool used to collect health care claims data for reporting and analytics, and to help the public make health care decisions. It supports health care and payment reform while addressing the need for cost, quality and utilization transparency.

As the lead organization, Washington Health Alliance will manage the system, and will subcontract with one or more data vendors and a web services vendor.
In 2014, the Legislature directed the state Office of Financial Management (OFM) to establish the WA-APCD supporting transparent public reporting of health care information. In 2019, the Legislature passed Senate Bill 5741, which transfers authority of the WA-APCD from OFM to HCA beginning Jan. 1, 2020.
“We look forward to partnering with the Washington Health Alliance as we advance both our use of data, and transparency around costs and utilizations,” HCA Chief Medical Officer Dr. Judy Zerzan said.
The request for proposals soliciting bids for the lead organization was posted in Washington’s Electronic Business Solution (WEBS) on Aug. 13, 2019.
