What They’re Watching: Del. Kenneth Kerr

As a member of the House Health and Government Operations Committee, Del. Kenneth Kerr (D-Frederick), is following the progress of the State-Based Young Adult Health Insurance Subsidies Pilot Program, which aims to make health coverage more accessible for low-income Marylanders age 19-34.

The program operates on the Maryland Health Benefit Exchange and uses subsidies to reduce the costs of individual health coverage plans for those who are eligible.

“That’s our largest group of uninsured,” Kerr said. “We were able to move the needle on that in only the first year of the pilot program. It was a study that the Health and Government Operations Committee had requested and an outside firm studied those who were uninsured. [They] came up with [the pilot program], being the group that we could see the most improvement with some investment in subsidies.”

He also spoke of the value of meeting in person with constituents to hear their concerns and continuing to work on health legislation despite Covid-related disruptions to session.
