Hawaii recently implemented a first-in-the-nation community-based palliative care benefit through a state plan amendment, requiring place-based palliative care to be covered as a Medicaid benefit for Hawaiians with serious medical illnesses. We had the opportunity to catch up with the founder and CEO of Votive Health, an organization that has been heavily involved in this effort, at the 2023 Hawaii State of Reform Health Policy Conference earlier this year.

Torrie Fields discussed the work that went into operationalizing this benefit and what it means for Hawaii healthcare.

“Palliative care is an interesting, innovative new care model that supports people with serious illness and their families navigate the complexities of treatment and of diagnosis, and the ongoing management of care and life that goes on when you have the diagnosis of a serious illness.”
