We were honored to have the Texas Health and Human Services Commission (HHSC) Commissioner Cecile Young join us Thursday as the Morning Keynote at our 2021 North Texas State of Reform Health Policy Conference. Young spoke with State of Reform Host DJ Wilson about the future of Texas Medicaid, the state’s relationship with the federal government and the impact of American Rescue Plan Act (ARPA) funds.

The commissioner said her agency has meeting with the Centers for Medicare and Medicaid (CMS) every two days to try and reach common ground on Texas’s Medicaid 1115 waiver, but that negotiations remain ongoing and “a lot of details have to be worked out.”

“Unfortunately, a lot remains uncertain for Texas. Most urgently and importantly, funding for our state’s health care safety net. Since my return to HHSC last year, we’ve been working tirelessly to secure the next decade of Medicaid funding for our state by seeking an extension of our 1115 demonstration waiver.

I have to emphasize, from the moment we received CMS’s letter in April that they were rescinding approval of our waiver, we went into high gear looking for solutions, and we have been and remain fully prepared to work with CMS.”
