Brad Gilbert named to head DHCS

Today, Gov. Newsom announced the appointment of Brad Gilbert as the new head of the Dept. of Health Care Services.

Gilbert fills a key health care role in the administration following the departure of Jennifer Kent, the previous director.

Bradley P. Gilbert, 63, of Irvine, has been appointed director of the California Department of Health Care Services. Gilbert has been a retired annuitant at the Inland Empire Health Plan since 2019, where he has held several positions since 1996, including medical director, chief medical officer and chief executive officer. He was director of public health at the County of Riverside Health Services Agency Department of Public Health from 1993 to 1996. Gilbert was director of public health at the San Mateo County Department of Health Services Division of Public Health. He is a board member of the California Healthcare Foundation, Planned Parenthood and Manifest Medex. Gilbert earned a Master of Public Policy degree from the University of California, Berkeley and a Doctor of Medicine degree from the University of California, San Diego School of Medicine.

Gilbert is well respected among plan and provider leadership with a long history of working in innovative payment models for Medi-Cal lives.

In this new capacity, he will be a central leader in the development of CalAIM into a new model of procurement in Medi-Cal.

Brianna Lierman is the CEO of the Local Health Plans of California. The group represents 16 of the not-for-profit health plans in the state, like Inland Empire Health Plan where Gilbert served.

In a statement, Lierman said Gilbert was uniquely qualified for the post.

Governor Newsom has laid out a bold vision for health care with Medi-Cal at the forefront of this transformation. Brad Gilbert is one of the very few people qualified to lead our health care safety net into the future. Dr. Gilbert’s career has been dedicated to serving the public, as the leader of a local Medi-Cal plan, as a county public health director and as a practicing physician, which will benefit the 13 million Californians with Medi-Cal coverage.

The California Association of Health Plans was also lauditory of Dr. Gilbert. In a release the Association said:
