State of Reform is proud to host this panel discussion featuring some of the more thoughtful leaders in healthcare. We will discus the issue and importance of access to mental health services and the connection to the safety net that serves those in highest need in California.
Each panelist will offer one slide highlighting a key question or topic they think is worth discussing. Our panelists, along with comments and questions from our audience members, will wrestle with each topic as we discuss the importance of access to mental health in California. Join us in one of the most pressing problems facing our community!

Panelists:
Michelle Doty Cabrera is the Executive Director of the County Behavioral Health Directors Association of California (CBHDA). She has a wealth of experience on state budget and policy as an advocate and staff for the California legislature. She served as the Healthcare Director for the SEIU California advocating on behalf of healthcare workers and consumers as well as Senior Consultant for the Assembly Human Services Committee, where she specialized in child welfare issues and staffed legislation which extended foster care in California to age 21.
Alex Briscoe, M.A., is the Principal of the California Children’s Trust and the former director of the Alameda County Healthcare Service Agency. He specializes in Medicaid policy and administration; emergency medical services; youth voice and crisis counseling; and safety net design and administration.
David Bond, LCSW is the Director of Behavior Health at Blue Shield Promise Health Plan. He is an experienced healthcare strategist and clinician dedicated to the healthy development and wellbeing of vulnerable populations.
